(b)落實政府采購政策需滿足的資格要求：（1）落實預留份額措施，提高中小企業在政府采購中的份額，扶持中小企業政策：本項目標項一和標項二不是專門面向中小企業采購，評審時小型和微型企業產品享受10%的價格折扣。（2）殘疾人福利性單位，并將其視同小微型企業。        

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement measures to reserve quotas, increase the share of small and medium-sized enterprises in government procurement, and support policies for small and medium-sized enterprises: The first and second objectives of this project are not specifically aimed at purchasing from small and medium-sized enterprises, and small and micro enterprise products will enjoy a 10% price discount during evaluation. (2) Welfare units for disabled people and treat them as small and micro enterprises.        

(c)本項目的特定資格要求：（3）須系我國境內依法設立的法人或非法人組織；
（4）具有省以上（包含?。┵|量技術監督局認定的檢驗檢測機構資質認定證書（CMA）并提供項目所需參數附表，應包含電磁類檢測能力（僅包件1適用）、電離類檢測能力（僅包件2適用）；
（5）本項目不允許轉包。        

(c)Specific qualification requirements for this program: (3) It must be a legal entity or an unincorporated organization established within the territory of China in accordance with the law; (4) Having a Certificate of Qualification for Inspection and Testing Institutions (CMA) recognized by the Quality and Technical Supervision Bureau at or above the provincial level (including the provincial level), and providing the required parameter schedule for the project, it should include electromagnetic testing capability (applicable only to Package 1) and ionization testing capability (applicable only to Package 2); (5) This project does not allow subcontracting.        

(i)符合《中華人民共和國政府采購法》第二十二條的規定；
