(b)落實(shí)政府采購(gòu)政策需滿足的資格要求：（1）落實(shí)預(yù)留份額措施，提高中小企業(yè)在政府采購(gòu)中的份額，支持中小企業(yè)發(fā)展：本項(xiàng)目是專門面向中小企業(yè)采購(gòu)，評(píng)審時(shí)，中小企業(yè)產(chǎn)品均不執(zhí)行價(jià)格折扣優(yōu)惠。（2）扶持監(jiān)獄企業(yè)、殘疾人福利性單位，并將其視同小微型企業(yè)；（3）優(yōu)先采購(gòu)節(jié)能環(huán)保產(chǎn)品政策：在技術(shù)、服務(wù)等指標(biāo)同等條件下，對(duì)財(cái)政部財(cái)庫(kù)〔2019〕18號(hào)和財(cái)政部財(cái)庫(kù)〔2019〕19號(hào)文公布的節(jié)能環(huán)保產(chǎn)品品目清單中的產(chǎn)品實(shí)行優(yōu)先采購(gòu)；對(duì)節(jié)能產(chǎn)品品目清單中以“★”標(biāo)注的產(chǎn)品，實(shí)行強(qiáng)制采購(gòu)。供應(yīng)商須提供具有國(guó)家確定的認(rèn)證機(jī)構(gòu)出具的、處于有效期之內(nèi)的認(rèn)證證書方能享受優(yōu)先采購(gòu)或強(qiáng)制采購(gòu)政策。(4）購(gòu)買國(guó)貨政策：本項(xiàng)目不接受進(jìn)口產(chǎn)品。        

(b)Qualification requirements to be met to implement government procurement policies: (1) Implement the reserved share measures to increase the share of small and medium-sized enterprises in government procurement and support their development: This project is specifically for procurement by small and medium-sized enterprises. During the evaluation process, no price discount benefits will be applied to products from small and medium-sized enterprises. (2) Support prison enterprises and welfare units for the disabled, and treat them as micro and small enterprises; (3) Priority procurement policy for energy-saving and environmentally friendly products: Under the same conditions in terms of technology and services, priority procurement will be given to products listed in the product catalog of "Financial Department Document No. 18 [2019]" and "Financial Department Document No. 19 [2019]" issued by the Ministry of Finance. (c)本項(xiàng)目的特定資格要求：1、未被“信用中國(guó)”（www.creditchina.gov.cn）、中國(guó)政府采購(gòu)網(wǎng)（www.ccgp.gov.cn）列入失信被執(zhí)行人、重大稅收違法失信主體、政府采購(gòu)嚴(yán)重違法失信行為記錄名單；
2、須具有建筑工程施工總承包三級(jí)及以上資質(zhì)；
3、具有安全生產(chǎn)許可證（有效期內(nèi)）；
4、擬派項(xiàng)目負(fù)責(zé)人具有建筑工程專業(yè)二級(jí)及其以上注冊(cè)建造師執(zhí)業(yè)資格，具備有效的安全生產(chǎn)考核合格證書，且未擔(dān)任其他在建的建設(shè)工程項(xiàng)目的項(xiàng)目負(fù)責(zé)人；
5、業(yè)績(jī)要求：無(wú)；
6、其他要求：無(wú)。        

(c)Specific qualification requirements for this program: 1. Not included in the list of dishonest executors, major tax violation subjects, or serious illegal acts in government procurement as listed on "Credit China" (www.creditchina.gov.cn) and the China Government Procurement Network (www.ccgp.gov.cn); 2. Must possess a construction general contracting qualification of level three or above; 3. Have a safety production license (valid within the period); 4. The project leader to be dispatched should have a registered construction engineer qualification of level two or above in construction engineering, possess a valid safety production assessment certificate, and not be serving as the project leader of other ongoing construction projects; 5. Performance requirements: None; 6. Other requirements: None.
